去年交通運輸安全生產事故報告發布事故起數死亡人數雙下降
日前,交(jiao)通運(yun)輸(shu)部安(an)(an)委會發布《交(jiao)通運(yun)輸(shu)安(an)(an)全(quan)生產(chan)(chan)事故(gu)報告(gao)(gao)(2013年(nian))》(簡稱《報告(gao)(gao)》)。《報告(gao)(gao)》顯(xian)示(shi),2013年(nian),全(quan)國道路、水(shui)路運(yun)輸(shu)以(yi)及交(jiao)通運(yun)輸(shu)工程建設領(ling)域發生一(yi)次死(si)亡3人及以(yi)上(shang)的安(an)(an)全(quan)生產(chan)(chan)事故(gu)280.5起(件)(水(shui)路運(yun)輸(shu)領(ling)域運(yun)輸(shu)船舶(bo)與非運(yun)輸(shu)船舶(bo)碰撞(zhuang)事故(gu)記為0.5件,編者注),死(si)亡失蹤1336人,同比分別(bie)下降25%和(he)28.4%,安(an)(an)全(quan)生產(chan)(chan)形勢穩中趨好。
《報告》指出(chu),2013年(nian),交(jiao)通(tong)運(yun)輸(shu)(shu)安全生產事(shi)故防控(kong)取(qu)得(de)初步成(cheng)(cheng)效(xiao),道(dao)路(lu)客(ke)(ke)運(yun)重特大(da)事(shi)故降幅明顯,實現了特別重大(da)道(dao)路(lu)客(ke)(ke)運(yun)事(shi)故的“零控(kong)制(zhi)”;發(fa)(fa)生在國(guo)省干(gan)線公路(lu)的道(dao)路(lu)運(yun)輸(shu)(shu)事(shi)故大(da)幅下降;水上客(ke)(ke)運(yun)船(chuan)舶事(shi)故多發(fa)(fa)態勢得(de)到(dao)有效(xiao)遏(e)制(zhi);道(dao)路(lu)運(yun)輸(shu)(shu)車輛碰(peng)撞、追(zhui)尾,水上交(jiao)通(tong)商漁船(chuan)碰(peng)撞等(deng)重點事(shi)故類(lei)型造(zao)成(cheng)(cheng)的人員傷亡(wang)顯著減少。
《報告(gao)》顯(xian)示,2013年,交通運輸(shu)(shu)安(an)全(quan)生產事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)主要呈現三方面特點(dian):一是道路運輸(shu)(shu)領域,事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)總(zong)量大幅(fu)(fu)下(xia)(xia)降(jiang),短途、旅游客運事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)增多(duo)(duo);碰撞(zhuang)(zhuang)、追尾事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)多(duo)(duo)發(fa),墜(zhui)落、側翻(fan)等營(ying)運車輛單(dan)方事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)比(bi)重上升;重大事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)季節(jie)波動(dong)顯(xian)著(zhu),惡劣天氣事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)多(duo)(duo)發(fa);西南山區事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)集中(zhong)(zhong)(zhong),部分中(zhong)(zhong)(zhong)原樞紐(niu)地區事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)較多(duo)(duo)。二是水上交通運輸(shu)(shu)領域,鄉鎮個體運輸(shu)(shu)船(chuan)(chuan)(chuan)舶(bo)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)大幅(fu)(fu)上升,運輸(shu)(shu)企業船(chuan)(chuan)(chuan)舶(bo)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)顯(xian)著(zhu)下(xia)(xia)降(jiang);普(pu)通貨船(chuan)(chuan)(chuan)碰撞(zhuang)(zhuang)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)增多(duo)(duo),客船(chuan)(chuan)(chuan)自沉事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)減(jian)少(shao);內(nei)河水運事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)下(xia)(xia)降(jiang),六(liu)區一線重點(dian)水域事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)集中(zhong)(zhong)(zhong)。三是工(gong)程建(jian)設(she)領域,坍塌墜(zhui)落事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)同(tong)比(bi)增多(duo)(duo),火藥爆炸事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)同(tong)比(bi)大幅(fu)(fu)下(xia)(xia)降(jiang);橋梁(liang)工(gong)程事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)多(duo)(duo)發(fa),隧道工(gong)程、路面工(gong)程等事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)降(jiang)幅(fu)(fu)顯(xian)著(zhu);橋梁(liang)樁(zhuang)基、橋墩(dun)等部位事(shi)(shi)(shi)(shi)(shi)(shi)(shi)故(gu)(gu)(gu)(gu)多(duo)(duo)發(fa),安(an)全(quan)拆(chai)除作業環節(jie)風險高。
